Chuck Goldman is a staff scientist and Division Director of the Energy Analysis and Environmental Impacts Division. Chuck is LBNL's Principal Investigator for Electric Markets Technical Assistance activities sponsored by the Department of Energy's Office of Electric Transmission and Distribution. In that capacity, he provides technical assistance to state public utility commissions, energy offices, regional planning groups, utilities, and ISOs on energy efficiency and demand response policies, programs, and technologies; Smart Grid implementation issues (e.g., dynamic pricing, AMI), utility resource planning, future of electric utility regulation, and analysis of industry and market trends in the energy services (ESCO) industry. Chuck is also the Principal Investigator for the DOE-sponsored Grid Modernization Initiative and technical lead in the area of Institutional Support and has helped develop a Grid Modernization Multi-year program plan.

He has authored more than 200 publications on various topics including energy efficiency as a resource, energy efficiency finance, demand response programs, technologies, and policies, impacts of restructuring on energy efficiency and renewables, competitive bidding for DSM and supply-side resources, the ESCO industry, design and evaluation of innovative DSM programs, technical and market potential for energy efficiency, and gas & electric utility resource planning.

Chuck has worked at LBNL since 1981 and has a M.S. in Energy and Resources from the University of California, Berkeley. From 1997-2000, Chuck served as one of eight members on the California Board for Energy Efficiency, an advisory board to the California PUC, which oversaw and provided advice on energy efficiency programs and policies, market transformation strategies, and administration for energy-efficiency programs with an annual budget of ~$275 million per year.
