Mr Ang Kian Seng joined the Building and Construction Authority (BCA) in 1999, managing various portfolios such a procurement, quality control and assessment, innovation development etc., playing a key role in the Technology Development Division which introduced BCA Green Mark Scheme in 2005 as well as regulations to control the thermal performance of residential buildings. Mr Ang currently heads the Research Division in BCA and oversees BCA’s dedicated research unit, the Centre for Sustainable Buildings and Construction (CSBC). He is also responsible for the development and administration of various schemes to promote green buildings – Bonus Floor Area for Green Buildings, S$100million Green Mark Scheme for Existing Buildings, and $100million MND Research Fund. One key research project undertaken was BCA’s flagship R&D project – the Zero Energy Building@BCA Academy. Mr Ang has been representing BCA in the United Nations Environment Programme – Sustainable Buildings and Climate Initiative (UNEP-SBCI)’s Sustainable Buildings Index (SB Index) Steering Committee since 2010. He is also BCA’s representative in IEA’s Solar Heating and Cooling Implementing Agreement.
