If You Build It, Will They Come? Design, Deployment and Implementation Experiences of ARRA-Funded Consumer Behavior Studies in Response to Time-Based Rates

As part of the American Recovery and Reinvestment Act of 2009, the Federal government set aside $3.4B for the Smart Grid Investment Grant (SGIG) program to modernize the nation’s aging electricity system infrastructure.  Utilities seeking to invest in Advanced Metering Infrastructure (AMI) were asked to submit proposals to undertake controlled experiments where residential and/or small commercial customers would be exposed to various forms of time-based rates and technologies enabled by this investment.  In late 2009, DOE OE requested that LBNL act as project manager for these Consumer Behavior Studies to achieve consistency of experimental design and adherence to data collection and reporting protocols across the participating utility projects.  In this seminar, we will discuss the lessons learned over the past 3.5 years on this project regarding utility experiences designing, deploying and implementing these studies.
