Design of Cap-and-Trade Carbon Emission Markets for the Power Sector: Issues for California and the West

Speaker(s):
Date:
January 14, 2005 - 12:00pm
Location:
Bldg. 90
Seminar Host/Point of Contact:

Poorly designed regional carbon emission markets thwart conservation inside and promote dirty coal emissions outside the capped region.  This noon hour discussion will address two questions:  - How can we make sure this does not happen in states like California and Oregon, that are planning carbon emission markets right now?  - What can UC Berkeley and LBNL do to assist intelligent design of these markets?
