There are many uncertainties in predicting the outcome of an atmospheric release of a biological weapon agent owing to the effects of the weather, scientific unknowns regarding the pathogenic properties of the agent, and uncertainties regarding the source term. When these are taken into account the variance about the mean outcome becomes more interesting than the mean (or worst case) outcome. Moreover, these uncertainties have a significant impact on the determination of effective medical response strategies.
