Electricity Markets and Policy > Staff > Bill Golove Bill Golove is a staff research associate in the Environmental Energy Technologies Department of the Lawrence Berkeley National Laboratory. Mr. Golove provides technical assistance to the U.S. Postal Service National Energy Policy Steering Committee and has helped with strategic energy management planning, commodity and value-added services procurements and with the design of their national energy efficiency retrofit program. In addition, Mr. Golove is the Chairperson of the National Public Renewables Coordinating Committee, an organization that seeks to assist publicly-owned utilities in increasing their use of renewable resources. Golove also leads work on project level analysis of clean energy projects in developing countries using ProForm, an integrated financial and environmental analysis tool. In his spare time, Golove is a technical advisor to various federal agencies in the area of renewable distributed generation projects, green power purchases and energy efficiency retrofits. Past research has focused on the development of competitive markets for electricity and value-added services, market barriers to energy efficiency, and long-term trends in manufacturing energy consumption and carbon emissions. Golove has an A.B. in Political Science, an M.B.A., and an M.A. in Energy and Resources, all from the University of California, Berkeley, and is currently completing a PhD in Energy and Resources at the University. He has published over 30 papers in academic journals, conference proceedings and governmental research reports. Mr. Golove received a Presidential Award for Leadership in Federal Energy Management in October 2003 for his work with the U.S. Postal Service.
