Joseph H. Eto is a staff scientist in the Environmental Energy Technologies Division of the Lawrence Berkeley National Laboratory. He has authored over 140 publications on electricity reliability, energy-efficiency market transformation, utility integrated resource planning, utility demand-side management program costs, financial incentives, and evaluation methods, and energy-efficiency technologies, including combined heat and power for commercial buildings. He manages the program office for the Consortium for Electric Reliability Technology Solutions, which is conducting multi-institution public interest research to maintain and enhance the reliability of power systems in restructured electricity markets. Following the Aug. 14 blackout, Joe was appointed to the US Canada Power System Outage Task Force, Electric Systems Working Group. Joe has worked at LBNL since 1982. He holds A.B. in Philosophy and a M.S. in Energy and Resources, both from the University of California, Berkeley. He is also a registered professional Mechanical Engineer in the State of California. In 1989, Joe received both the Crosby Field Award for best technical paper and the Willis H. Carrier Award for best presentation by an author under the age of 32 from the American Society of Heating, Refrigeration and Air-conditioning Engineers.
